Why does fileIngester(1) need to be owned by root and setuid?

Steve,

I wrote that so long ago that my memory is hazy on the subject. I don't
recall if I found it wouldn't work without suid, or if I just did it
because noaaportIngester does it and fileIngester has many of the same
requirements.
