Bumps the deployed VirtoCommerce.Catalog module artifact/version, which can change catalog behavior at runtime despite being a config-only change.

Overview
Updates backend/packages.json to use VirtoCommerce.Catalog_3.1016.0.zip from the AzureBlob package source (replacing the previous PR build of the catalog module).

Also includes minor manifest formatting/whitespace normalization (array spacing/indentation) and removes the trailing newline.
