RKTM83 is a skill-based, fully configurable personal agent runtime
built on NemoClaw's architecture (PolicyEngine + ChromaDB memory +
LLM decision engine). Running it inside OpenShell adds a second
policy enforcement layer on top of RKTM83's own guardrails.
