Summary

harden pages workflow to detect whether GitHub Pages is enabled before deploy
skip deploy gracefully when Pages is disabled to prevent recurring 404 failures
document follow-up findings in audit artifact

Validation

YAML parse validation for .github/workflows/pages.yml passed
existing audit findings updated in docs/audits/public-logic-audit-2026-02-22.md

No New Feature Attestation

Maintenance-only workflow reliability hardening.
