An adjustment is made in the city of Monterrey, Mexico, as this city is the capital of the state of Nuevo León, not Nayarit.
The name Nuevo León is adjusted in Japanese since it was not done in the first commit.
An adjustment is made for the cities of Progreso and Merida, as they belong to Yucatan state, not Veracruz. Likewise, the name “Veracruz-Llave” is changed to “Veracruz,” as the other name is incorrect.

An adjustment is made for the following cities of Mexico:
“Monterrey” is assigned to the state of Nuevo León, Nayarit is removed as it was incorrect.
“Veracruz Llave” is updated to “Veracruz” only, as the former is incorrect.
The cities of Mérida & Progreso are assigned to the state of Yucatán, Veracruz is removed as it was incorrect.
