fix(mazepa): improve upkeep error handling and timing
fcfc05d 
- Log full stack trace and raise ExplicitTransientError when lease
  extension fails during task upkeep, enabling automatic retry
- Make RepeatTimer fire immediately on start before waiting interval
- Increase lease extension multiplier from 5x to 10x
