The package manager can use a GitHub personal access token (PAT classic)
to make authenticated requests towards GitHub REST API. This is
important for CI in particular, to avoid exceeding the 60 req/hour limit
for unauthenticated requests.
The commands now recognize the --github-token option and GITHUB_TOKEN
environment variable.
