docs: add reconstruction verification strategy

• add an explicit verification and acceptance strategy leaf for clean-room Claude Code rebuilds
• define the parity acceptance matrix across docs, tests, runtime comparison, and state-file round trips
• link the new guidance from reconstruction guardrails so future rebuild work has a concrete definition of done
