Summary

  • add a parity capability matrix for P0/P1/P2 capability families
  • define current tree-readiness labels and claim thresholds
  • index the matrix from the verification-and-native-test-oracles node

Testing

  • npx -p first-tree first-tree verify

The tree now has an explicit capability matrix that separates P0,
P1, and P2 capability families and ties each family to a minimum
evidence bar. This turns broad verification prose into a reusable
go/no-go frame for rewrite milestones.

Constraint: The tree still cannot claim executable full-suite parity without capability-level acceptance gating
Rejected: Fold the matrix into the existing acceptance-strategy leaf | would bury the go/no-go control surface inside broader prose
Confidence: high
Scope-risk: narrow
Reversibility: clean
Directive: Future milestone notes should reference the matrix rows they clear instead of using unqualified parity language
Tested: npx -p first-tree first-tree verify
Not-tested: No source-repo runtime changes
