Update changelog for CLI v0.0.134

Added changelog entries for v0.0.134 release documenting the changes from PRs #327 and #328:

  • Python: improve devmode logging with support for additional log prefixes
  • Fixed handling of Python package versions containing "+" in pre-release builds
  • Fixed headless import by correcting flag name from "apikey" to "api-key"

for the love of zeus, these are semantic versions and they should be ordered by the most recent release before older releases. please move this link to be the first link in the list ⚡️
