feat: SEPA XML file generation

bench execute 'check_run.tests.setup.before_test'

On execution of above command, we are creating below detail

• Supplier for EUR Transaction
• Bank
• Bank Account
• EUR liabilities payable account
• EUR bank account (Chart of account)
• Purchase invoice in EUR currency
• Mode of Payment (SEPA)

you can give an access to a specific role to download xml file multiple time.

In check run settings , I have added as mentioned below

Initiating Party Org Id --> This id is assigned by Bank
Debtor Org Id --> Tax number - VAT number or Corporate Id
Debtor's Address --> An address is not required for all countries. This address represents the company's address.
Role Allowed to Download SEPA XML File Multiple Times --> Users with this role are allowed to download SEPA XML file multiple times. Users without this role are allowed to download it only once.

Let's make the "Amount in Check Run" reflect the amount in the Bank Account's currency with exchange rate included. So if the USD to to EUR exchange rate is 1.1 then we'd expect to see $27,500.00 in the "Amount in Check Run" field.
