Removes [loader-utils](https://github.com/webpack/loader-utils). It's no longer used after updating ancestor dependency [zenn-cli](https://github.com/zenn-dev/zenn-editor/tree/HEAD/packages/zenn-cli). These dependencies need to be updated together.
