Overview
Adds Russian to the supported locale list in gt.config.json and introduces the corresponding public/_gt/en.json base bundle.

Regenerates/updates existing locale JSON bundles (e.g., de, es, fr, it, ja, etc.) with expanded keys for newer UI strings (co-op flows, saved cities, settings, overlays, and tile/building inspector text). Also adjusts package-lock.json dependency metadata (removes a number of dev flags for optional runtime packages such as sharp binaries).
