fix(ci): correct tutorial preview URL generation

概要

未翻訳ドキュメント一覧Issueのプレビュー URL生成ロジックにバグがあったため修正しました。

問題

チュートリアルのプレビューURLが誤った形式で生成されていました:

誤り:

• tutorials/first-app/intro/README.md → https://angular.jp/tutorials/first-app/intro
• tutorials/first-app/steps/01-hello-world/README.md → https://angular.jp/tutorials/first-app/steps/01-hello-world

正しいURL:

• tutorials/first-app/intro/README.md → https://angular.jp/tutorials/first-app
• tutorials/first-app/steps/01-hello-world/README.md → https://angular.jp/tutorials/first-app/01-hello-world

修正内容

チュートリアルパス（tutorials/ で始まる）の場合のみ、以下の変換を適用:

• /intro ディレクトリを削除
• /steps/ を / に置換

通常のガイドなど他のコンテンツには影響しません。
