Various improvements & fixes

Hey there! A small list of changes I made:

• Removed the hard coded messages in TimeFormatUtil.java - fixes Missing translation for "PERMANENT" #31.
  • I upped the message file version accordingly.
• Rolled back bStats to 3.0.2 on Spigot to allow the plugin to load again.
  • bStats was updated without the plugin reflecting syntax changes. This should probably still be done in the future, rolling back is a temporary solution.
• Set an API version in the plugin.yml so that legacy initialization doesn't slow down modern server launches.
• Improved the README.md slightly

Aaand it seems like GitHub actions cannot access the sonatype maven repository right now, I don't know why. It builds fine locally. If necessary, I can provide a jar binary for testing.
