Rebased & pushed some fixes for npx discovery. Also reduced the amount of NodeJS we delete in the disk reclaim script. |

Not sure what's going on with Windows. It works ok on my Windows machines. I don't want to waste a bunch of time debugging on GitHub CI, so opened #8007 to follow up later. |
