Thanks @symious for the patch, but spotbugs-annotations has restrictive license and Apache projects cannot use it. See RATIS-1494 and RATIS-2010.
Warnings must be fixed or suppressed via XML config.

When building with JDK21, there are many spotbugs messages, and this is to suppress warnings.
