Adds support for getting connections enabled for a specific client

Changes

• Adds support to query enabled clients for a specific client using IClientsClient.GetEnabledConnectionsForClientAsync.
• Built on top of Add client connection retrieval per #848 #849 (PR by mikejr83 )
