Add Dutch (nl) translation

Complete Dutch translation following the localization guide. As discussed with Jesse via email.

This PR adds a complete Dutch translation (nl.yml) for the Awesomebits platform.

 Changes include:
 - Complete translation of all strings
 - Dutch number and date formatting
 - Proper handling of special characters with quotation marks
 
 Translation follows the guidelines from the Localization Guide.

@EdoPlantinga Thanks for this! A few changes before we can merge this in:

1. The translation file should be called nl.yml not nl_yml
2. There are additional files here that should be translated: https://github.com/awesomefoundation/awesomebits/tree/master/app/views/locales (just keep the same file structure like _about_us.nl.md)
3. Add :nl to the list of available languages here: https://github.com/awesomefoundation/awesomebits/blob/master/config/initializers/locales.rb (add it before :pt to keep it alphabetical)
4. Add the link to the Dutch translation to the footer here: https://github.com/awesomefoundation/awesomebits/blob/master/app/views/shared/_footer.html.erb#L22 (I assume it'll just be Nederlands but obviously you know best) - this shows up in the language switcher in the footer of the site

There are only 5 individual files in there to be translated so I figured you might want it to be complete (otherwise it's going to switch back to English when you go to the about page https://www.awesomefoundation.org/en/about_us). If you really don't want to do it I can just pass it through an LLM and end up with whatever the LLM spits out.

Also remember that this will help your chapter, but it will also help with any Dutch-language SEO since the pages will now be translated, which hopefully can draw more attention overall to the Awesome Foundation in Dutch-speaking countries.

For simplicity, I'm going to merge this in and then make some changes to actually integrate this into the site.
