Description of changes:
This PR fixes some incorrect changelog footers and updates the Debian standards + compatibility to a newer version.
This should make the package more fit for including it in other Debian-based distributions than Ubuntu.
I also changed the Maintainer field in
debian/controlto the true maintainer, because it seemed contrary to the packaging policy (this and this) to point to a developer mailing list for a native package.
