Instead of zconf.h.cmakein, which is removed.
zconf.h is always created by cmake and configure.
Check if minizip is part of zlib build.
Also clean up conversion warnings.
Bump `actions/checkout` from `v4` to `v6`. Bump `actions/upload-artifact` from `v4` to `v6`.
