SCSS format support

Add the StyleDictionary built in support for SCSS variables generation to the build script. Some frameworks (Bootstrap, and Quarto, at least) benefit from the flexibility of SCSS variables versus CSS.

Hi @dawnbcgov — thanks for checking in. We're currently reprioritizing our backlog after the hiatus, and working through various bits of maintenance to unblock and get us back on a release footing. We haven't forgotten about this — it's on our list to review as soon as we're able.
