Implement Steel Apron tool card

Summary

• implement Steel Apron as a supported tool card
• restrict attachment to Metal Pokemon, cure existing Special Conditions on attach, and block future Special Conditions
• reduce damage from opponent attacks by 10 and add focused integration tests
