  2. Second idea
  3. Third idea

This PR implements 1. and 3. It leaves out 2. for the following reasons

  • (impractical)
  • (too big)
  • (not a good idea anyway)

Fixed for compilation failure and ODR issues when downstream library/application is built without OpenMP / SYCL when RAJA was installed with OpenMP / SYCL.

Remove all warning suppressions  in auto thread for now,  revert ODR fixes to atomics; causes tests to fail on LC Matrix system,
Turn on Matrix CI jobs, allow them to fail, run with cuda_arch 90
