Brioche's CI pipeline uses both a "releases" bucket (used for
https://releases.brioche.dev) and a "development content" bucket (used forhttps://development-content.brioche.dev). The infrastructure for both URLs has already been updated to serve from both the old and the new buckets for each-- just like was done for the other PRs. So, this PR just updates the CI pipeline to refer to the S3 configuration using GitHub Actions secrets+variables, making it easier to swap buckets and providers around.
