Launch of the Angular upgrade to the Accessibility Site

To provide the most intuitive release of the accessibility site, we have rewritten the site in angular. We choose this language because of the ability to have services be used across multiple components and to create a single page application. This uses Algolia as well, which has a great instant search API for angular.
