Applies the necessary changes to the repository to create the public release of Consent Info (r1.2) for Fall25.

• updates the API Readiness Checklist
• adds section for r1.2 to CHANGELOG.md
• updates README.md
• updates the versions and server URLs in API and test definition files
• updates the API spec and test definitions according to CAMARA ICM r3.3 and CAMARA Commonalities r3.3.

The PR is set to DRAFT for the time being, until Commonalities r3.3 and ICM r3.3 are published. Also, the Release Management WG is still working on creating the M4 review issue template for Fall25
