What this PR does / why we need it:
The statement implying “deployed and certified” as part of the graduation criteria is no longer accurate and can be read as “GSMA certification is a release prerequisite”. Remove the certification wording from the adoption criterion, keeping onboarding/lifecycle focused on maturity and deployment evidence.
