This restricts direct dependencies to the specific minor version being used and updates those in the uv lockfile to the latest patch version of that minor version. After this I'll get Renovate to run for this branch before tagging a Charmcraft 3.5.4. No relevant documentation or release notes changes, as none of these changes have fixed direct Charmcraft bugs. MacOS tests are fixed in #2635 CHARMCRAFT-689
