Ensures all rules have at least one set of cases for MD format, one for RST format, and at least one clean set for both formats.

Updates links to style guide.

Fixes some small issues:

  • Captures full string for Ubuntu release name
  • Removes reftype from links
  • Adds space to comments in code to allow for links with protocols
  • Renames rule to no punctuation
  • Adds a rule to address the date format which was previously removed
