This PR bumps the pydantic library to v2.

These changes are necessary to be able to install the upcoming rolling-ops Python package (see PR), which will depend on this specific version of the library. In order to do so, two of the Data Platform libs needed to be bumped.

Compatibility

This PR does not change functionality, which makes it incompatible with MySQL 8.0 deployments.


Unblocks #254.
