Overview
Add the resource-centre WordPress theme from
canonical/resource-centre-wordpress-theme to the rock build
Rationale
Register the resource-centre theme as a supported theme in the charm, it was moved out due to deprecated use of bazzar and outdated code as reported here #341. It is now being managed by the web team on Github.
Webteam is using an older wordpress charm and are planning to refresh the charm to a newer revision.
