This moves the
Figurecomponent out of the mdx and into the actual figure components themselves to allow the child component search for figure ids added in carbonplan/components#188 to work. This was necessary because of the custom structure of the figures in this article, where figure captions are interactive. The structure without this change resulted in failure to be able to append ids using the generic method.
