Add Unit Tests for BIP-00173 Test Vectors

[Crypto2099]

Bech32 was originally developed for Bitcoin under BIP-0173.

The BIP contains a selection of test vectors for valid/invalid Bech32 entries and we should build unit tests to show robustness and compatibility with BIP-0173.
