Add tests
This change uses probot-config to let the deployer customize the body of the comment that is posted to closed issues. Additionally, it sets up some tests with jest to test this functionality.

This change allows users to configure their own filter to specify mistaken pull requests. Filters may be specified using JSONPath, a query language for JSON with multiple implementations.
