WIP: translate start.rst into Chinese

I translate start.rst into Chinese (not finished yet) and the result of the translation is start_CN.rst. Do you think the location and name of the translation result file are appropriate?

I created a language branch you can fork and work in. Following this process, I did steps 1-4 of the Quick Guide. You would need to do steps 5 and 6 to make a full translation.
