Carlos Eduardo Vargas is a social innovator and policy professional working at the intersection of institutions, technology, and community-driven impact. He is currently pursuing an M.S. in Computational Analysis and Public Policy (MSCAPP) at the University of Chicago, building on a background in law, governance, and business administration.
Carlos has over a decade of experience designing and leading initiatives in social innovation, public value creation, and international development. He has founded and led organizations in Venezuela & LATAM including 1001 Ideas, the InterAmerican Public Innovation Agency, Cultura Lírica, and Ideas Inquietas, working with purpose-led entrepreneurs, artists, and civic actors to translate ideas into scalable impact.
His professional experience spans institutional governance, strategic partnerships, and resource mobilization. Most recently, he served as Resource Mobilization and Strategic Partnership Officer at UNFPA Venezuela (2024–2025), supporting humanitarian and development programs through cross-sector collaboration.
At UChicago, Carlos complements his background with applied technical work, including computational analysis and digital accessibility initiatives, while remaining deeply engaged in community-building and student governance. He is particularly interested in how data, technology, and institutional design can be leveraged to make impact-driven systems more accessible, legitimate and sustainable.
He has participated in and contributed to global forums such as One Young World and the World Economic Forum’s Global Shapers Community, and continues to work across disciplines and cultures to bridge technology, business and impact.
