[playlists] Improve silent locking system

Problem

• Realtime updates are trigger on change. It messes up with playlist interactions. The silent system is stopped when two operations occur sequentially.

Solution

• Increment a running operation counter when something is started.
• Count running operations prior to removing the silent flag.
