Fix days off on the timesheet tab.

Problem

• On the Timesheets tab of My Tasks or from a person's page, clicking the toggle button to set or unset "day off" is inconsistent (related to Day Off set on the weekend can not be deleted #1892).
• Some npm dependencies are outdated.

Solution

• Fix the set or unset day off in the timesheets tab. The toggle button was no longer synchronizing day off dates correctly.
• Bump npm dependencies.
