various improvements

Problem

• Some requirements are outdated.
• Some tests are broken due to that PR Feature/test performance - pytest speed up #864
• For github actions CI we don't use latest version of ubuntu.

Solution

• Upgrade outdated requirements.
• Fix broken tests.
• Use latest version of ubuntu for github actions CI.
