Removing stale, unsupported versions

Description

After Rishi and others did some other updates, the "exec" job started to fail because it was relying on Ruby 3.0. In looking at the yaml file, we also had chef-16 and chef-17 era branches being pulled in for testing. I updated the Ruby version support and removed the stale branches
