Add CI for docs

Publishes to github pages configured for the repository.
Let me know if you need assist with configuration - here's the setting that works in our org (using a custom domain)

NB. you may need to manually commit a .nojekyll file to the top level in the gh-pages branch for things to render correctly. there's some github weirdness around that
