The non-free
fastcgino longer exists in Debian or its most popular derivative Ubuntu and hasn't for at least three versions, spanning back to the release of version 2.4 of Apache'shttpd. The new module,fcgid, is free and doesn't allow some directives included in the instructions but is otherwise a drop-in replacement with no change in functionality that I can see.
