The README’s Intelligence Rollout section repeated the same document checklist under every state, which made the scope harder to scan. This change collapses that duplication into a single shared document list and spells out the full 12-state IR scope explicitly.

  • README IR structure

    • Replaced the per-state repeated CCC/GMP artifact blocks with one canonical document checklist
    • Kept the existing document names intact; only the presentation changed
  • State scope

    • Rewrote the scope line to enumerate all in-scope states directly:
      • Colorado
      • Minnesota
      • Pennsylvania
      • Nebraska
      • New York
      • Ohio
      • California
      • Florida
      • Oklahoma
      • Texas
      • Michigan
      • Missouri
  • Result

    • Shorter README section
    • Easier to verify the required document set once
    • Easier to confirm the full market scope at a glance
## Intelligence Rollout (IR)

State IR reviews require at least an outline of each CCC/GMP document. Each in-scope state needs:

- Penumbrant Papers & One-Pager
- Working Class Exhaustive
- Reg & Pol Volume
- Margin Notes
- Field Problems (fmr. Field Notes)
- Letter of the Law Stack (LOTL)
- Lil LOTL (corresponding)
- Compliance Guide (for white-ops, grey-ops)

The current 12-state IR scope is: Colorado, Minnesota, Pennsylvania, Nebraska, New York, Ohio, California, Florida, Oklahoma, Texas, Michigan, and Missouri.
