LLStop files for Run2 and Run3 sample request

SLHA files for long-lived stop with 2-body and 4-body decays. The branching ratio is 50% for each decay channels.
2-body: stop -> c + neutrlino
4-body: stop -> b + W + neutralino, W decays to a pair of fermions

Files include:

• SLHA files under SUSY/LLStop, new stop masses and lifetimes added
• hscppythiapdtstop*.tbl files
• particles_stop_*_GeV.txt

Dear @smuzaffar , these files are only to be used in our signal sample generations for Run2 UL and Run3. No PR test/use those files.
