#124 のため #119 で行った Object Storage 関連の変更を v13 用に再実装します。
/files/へのアクセス時の挙動は最新だと挙動が変わっていて、サーバーが S3 から一旦ダウンロードしてきて送ってくれるようになっているので変更しなくても動きそうな気がする (ただしパフォーマンスについては不明)動作確認はまだしていないです。
