Add ability of reducing the size of FTPR and relocate partitions when using "-t" switch for ME 11.

Add ability of reducing the size of FTPR and relocate partitions when using "-t" switch for ME 11.
We use truncated COR ME FW (must retain MFS partition) and set it Alt Disabled to boot unallowed CPU.
Such as booting Xeon CPU on normal Z/H/Q/B 100/200s PCH instead of C23x series.
CON ME do not allow these CPUs ( can only boot once ) and full COR ME is too large for most mainboards.
