Exists as meson builtin `b_pch` (also did before, why did we do this instead???). Empty pch is no longer supported.

Removes broken
use_pchoption, which already existed as a meson builtin optionb_pch(Needs to be explicitly specified now, was mostly only relevant in CI anyways)
