Also update scan button to be more visually simlar to other toolbar buttons and made its operation more apparent with animation. Fix other minor issues and linter complaints.
If CAT class throws NotImplemented when get_ptt is called, the scan button stops checking the PTT status and alerts user.

PR113 branch is a fixed version of the scan button in #113 (changes fully integrated and regressions fixed)
