Hi, I'm using this GitHub Actions.
In my Terraform repository, I put .terraform-version file in project root directory to force using same Terraform version.
But In this GitHub Actions, .terraform-version in project root directory doesn't update.
So in this PR, I added to update .terraform-version in root directory.
